Harmonise the measurements to speed up the improvements of
eGovernment services
eGovMoNet is a European Thematic Network to stimulate
development and take-up of good-practice for eGovernment
measurement of user-satisfaction and impact.
eGovMoNet is establishing a sustainable community (across
academia, industry, and public agencies) engaged in an active
dialogue and innovation brokering, facilitated by periodic face-to-face
interactions during open workshops or bench-learning sessions,
and by steady remote collaboration. eGovMoNet is reviewing
national eGovernment measurement frameworks to ensure that they
provide a reliable measurement instrument, covering all critical
areas, incl. impact and user satisfaction, and test the methods
and tools, in particular automated large scale assessment tools.
An effort is made to streamline the efforts across Europe to
achieve the highest possible degree of comparability among the
national benchmarks. Good implementations will be shared and
actively promoted through both the network’s internal and
external dissemination channels, such as the EU’s ePractice
portal.
All eGovMoNet activities are opened to all interested parties
and the results will be developed under an open licence,
ensuring the ease of further development and reuse. The network
is demonstrating the benefits of sharing and provide effective
collaboration routines to support a sustainable operation of the
eGovMoNet community beyond the duration of the project. List of

Rural-eGov: Training SMEs of
Rural Areas in Using e-Government Services |

Opis projekta:
Rural-eGov is a collaborative European project funded by
the Leonardo da Vinci programme and focused on improving the uptake of e-Government services in rural areas across
Europe.
The project will analyse the needs of small and medium
enterprises (SMEs) in the rural areas of Wales, Greece, Germany, Poland and Slovenia who have different types and
levels of e-Government services and deployment. It will look at the degree of awareness within rural SMEs of such
services and review their status in the participating countries.
A vocational training curriculum will also be developed
in order to help the target SMEs use and exploit e-Government services. The curriculum will adopt a blended learning
approach, using a combination of ICT based learning, as well as more traditional forms of learning such as seminars
etc. Innovative and relevant e-learning content will be developed that will support various training scenarios which
will be tested with rural SMEs. In addition, a Web based observatory will be designed which will provide a collection
and categorisation of e-Government services that can support rural SMEs. As part of the project deliverables, a set
of policy recommendations will also be developed for EU agencies, National Governments and Rural administrations.

eGovernment roadmap project aims at identifying and
characterizing the key research challenges, required
constituency, and the implementation model for a comprehensive
European initiative on holistic and dynamic government 2020. The
vision is to transform the European Government landscape into a
coherent community anticipating customer needs and leveraging
the potential of the diversity and innovativeness ofpublic
agencies, and transforming the Union to the world leading
knowledge society. The project will develop visionary scenarios
for eGovernment research 2020 and a detailed roadmap for the
transformation process. This will include measures for research,
development, demonstration, implantation, dissemination,
promotion, and assessment, trading and standardization. |

Opis projekta:
One
of the great challenges for European governments is solving the
paradox of increasing security in relation to international
trade, while at the same time reducing the administrative
overhead carried by commercial as well as public administration
organisations involved in the business of trade. It is vital to
obtain and use timely information of business transactions and
relate it directly to the passage of goods, services and people.
This information gathering is very costly for organisations,
business and public administration. Finding the right balance
between control and cost of information gathering is the key to
increase competitiveness locally, nationally and internationally.
ITAIDE innovates the redesign of systems leading to a
fundamental simplification of taxation and customs procedures,
while providing greater control, security, transparency and
accessibility to data for the needs of public administration,
business and citizens. ITAIDE integrates and strengthens
European research for innovative modern government by enhancing
service offerings and disseminating good governance practice
through increased security and controls, while commensurately
employing intelligent ICT to reduce administrative load burden.
ITAIDE offers the standardisation of interfaces to taxation and
customs systems across Member States as a tangible response to
the Lisbon agenda, facilitating the free movement of goods
within the internal market and reducing the impact of tax and
customs compliance costs for business. Organisations interfacing
with standard systems obtain internal efficiencies through the
piggy-back principle, while well defined interfaces with public
administration drive simplified and coherent back office
development. This then supports interoperability with other
business, contributing to a positive and beneficial network
effect built around standard approaches sponsored by public
administration. |

Opis projekta:
The number of people using mobile devices is growing quickly.
Mobile penetration rates reach nearly 100% in some target groups.
Mobile technologies offer new opportunities to support
information processes in general and specifically learning
processes. Currently, the efforts to apply mobile technology to
learning are increasing. There are technology as well as
pedagogically driven approaches. The mobility of learners, the
accessibility via mobile devices, the independence of time and
place, broadband access via mobile devices and new approaches
for accounting like data flat rates etc. are driving forces for
mlearning.
But there is a lack in services where users see real added value
and which are reflecting the needs of users. There are some
examples of successful mobile learning applications but there is
no sufficient research on interactive game based learning using
mobile devices, specifically mobile phones.
The project mGBL addresses this shortfall. It intends to develop
innovative mobile game based learning services which base on the
combination and application of existing technologies but also
reflects the further technological development in the mobile
sector. The mobile game based learning approach of the project
addresses mainly the user group of young people who in general
have high relation to mobile technologies. But the developed
learning models and also the services shall be adoptable also
for other target groups. The project is based on theoretical
approaches and practical experiences in collaborative elearning
and game based learning.
The research and development processes are organised iteratively
with the involvement of potential users from the very begin of
the project. Therefore user partners from 4 different European
countries are involved in the consortium who will be involved in
the research and development processes. The content of the
services developed in the project will reflect the metalevel of
educational advice services. |

SEAMLESS -
Small Enterprises Accessing the Electronic Market of the
Enlarged Europe by a Smart Service Infrastructure |

Opis projekta:
The
SEAMLESS project studies, develops and experiments an embryo of
the Single European Electronic Market (SEEM) network where a
number of eRegistries/Repositories (RRs) are started up in
different countries and sectors. Distinctive features are:
- Addressing Craft & Trade (C&T) companies through the
respective mediators (chambers of commerce, entrepreneurial
associations, local development agencies, ASPs).
- Focusing on two sectors, Textile (TEX) and Building &
Construction (B&C) that are relevant to C&T companies and
present overlapping areas (e.g. fabrics for tapestry).
- Starting up experimental RRs in both EU-15 and new member
states (NMAS) and establishing interactions between them based
on a proper collaboration framework.
In
adopting eBusiness solutions, the target companies present
figures lower than those of larger enterprises and increasing at
a slower pace. The situation in NMAS, where the percentage of
C&T is even larger than in EU-15, is generally worse, with
significant differences between countries. The SEEM vision is
towards a web-based marketplace where companies can dynamically
collaborate without cultural and technological constraints. The
SEEM allows an objective comparison of profiles and offers of
company of any size and location, and this could open the
eBusiness space to the many small companies providing high
quality products and services at lower cost that now risk to be
left aside from the electronic market. The main project
activities are devoted to define a collaboration framework and
proper business models, realise evolving sectoral ontologies,
develop a technological infrastructure and a number of
applications and services on top of it. Five eRegistries are
experimented, in Poland and Slovenia (B&C sector) and in Spain,
Slovakia and Romania (TEX sector).The Consortium includes 15
members, as RTD performers, software developers and mediators.
The resources, in terms of effort and costs, are well-balanced
between EU-15 and NMAS partners. |

Z vidika priložnosti
za raziskovanje e-poslovanja prek meja spodbujamo razvoj
zadevnega raziskovalnega programa v regiji v naslednjih štirih
letih. V tej smeri že uspešno sodelujejo središča za
e-poslovanje univerz v Grazu, Mariboru, na Reki in v Trstu.
Prorektorji teh univerz so ob priliki četrtega mednarodnega
sestanka direktorjev in vladnih predstavnikov o e-poslovanju
prek meja v regiji 23. oktobra 2002 v Ljubljani podpisali pismo
o nameri sodelovanja pri raziskovanju in podiplomskem
izobraževanju e-poslovanja. Iz tega sestanka je izšla pobuda za
sodelovanje univerz v regiji z naslovom eBusiness ALADIN – ALpe-ADria
Initiative, ki je odprta za vključevanje univerz v regiji in
povezovanje s podjetji in vladnimi organizacijami.

Projekt je usmerjen
v predstavitev uporabe e-tehnologij za izdajanje in prejemanje
e-računov, aktiviranje podpornega okolja malih in srednje
velikih podjetij za predstavitev tematike »Izdajanje in
prejemanje e-računov« ter izobraževanje neodvisnih strokovnjakov
s področja ePoslovanja v malih in srednje velikih podjetjih, s
poudarkom na tematiki: Izdajanje in prejemanje e-računov.

Projekt ENLARGE je
evropski projekt iz programa Tehnologije informacijske družbe
(Information Societies Technology - IST), ki je organiziran v
okviru 5. okvirnega programa razvojno raziskovalnih projektov
Evropske Komisije. V projektu sodeluje pet jugovzhodnih
evropskih držav: Bolgarija, Ciper, Poljska, Romunija in
Slovenija. Projekt bo poskušal v sodelujočih državah povečati
ozaveščenost managerjev malih in srednje velikih organizacij o
elektronskem poslovanju. Predstaviti jim bo poskušal priložnosti
in težave, ki jih prinašajo nove internetne tehnologije in
elektronsko poslovanje. Predstavil jim bo tudi metodologijo
razvoja strategije elektronskega poslovanja in napotke za prenos
metodologije v prakso. V ta namen bodo v okviru projekta
organizirani tečaji oziroma delavnice o elektronskem poslovanju,
ki bodo namenjene in posebej oblikovane za managerje malih in
srednje velikih organizacij.

Cilj projekta
eMarketServices je zagotavljati imenik elektronskih tržnic v obliki
spletnega portala, preko katerega bi se lahko podjetja spoznala z
poslovanjem na elektronskih tržnicah. Imenik e-tržnic
vsebuje preverjene in zanesljive podatke o elektronskih
tržnicah na katere se lahko vključijo podjetja. Imenik
elektronskih tržnic je urejen po panogah in omogoča
spoznavanje le teh tudi za mala in srednje velika podjetja.
Portal vsebuje tudi druge zanimive vsebine s področja
elektronskega poslovanja za evropska
mala in srednje velika podjetja. Projekt eMarketServices od
januarja 2004 sofinancira tudi Evropska komisija -
direktorat za podjetja (DG Enterprise). E-središče sodeluje v projektu kot nacionalna kontaktna točka za Slovenijo.
Leta 2005 se je projekt, ki je bil sofinanciran s strani
Evropske komisije (DG Enterprise) iztekel. Projekt bodo
nadaljevali in sofinancirali partnerji projekta iz Norveške,
Švedske, Španije, Nizozemske, Portugalske in Avstralije.
E-središče ostaja
nacionalna kontaktna točka za Slovenijo.
